Telangana senior doctors want clarity on permanent registration

Vijayawada: Because of a condition specified by the TS health, medical and family welfare department, the permanent registration of additional qualification would be done only if the relevant authorities issue doctors their relieving orders.

There include community health centres, area and district hospitals, teaching hospitals and medical colleges. The heads of these institutions were directed not to relieve the senior residents, who are seeking conditional registration, up to June 30.

The order issued by Telangana DME on July 2 did not give any clarity over the release of certificates. Because of this, senior residents in TS have lost the chance of applying for jobs. In Andhra Pradesh, senior residents were given their certificates in April.

The guidelines of the Medical Council of India restrict TS doctors from applying for teaching positions in government medical colleges across the country. According to MCI guidelines of 1998, teachers in a medical college or institution having a total of eight years of teaching experience, including five years as lecturer or assistant professor gained after obtaining their PG degree, shall be recognised as postgraduate teachers in broad specialties.

In super-specialties, only teachers who possess eight years of teaching experience, including five years as lecturer or assistant professor after obtaining the higher specialty degree, shall be recognised as PG teachers.

The condition is that in the case of super-specialty courses which are being newly instituted, relaxation of qualification and experience may be taken up by the appointing authority with the Medical Council of India.

The TS senior residents have been asking for service provisions with a request to the government to consider their rural compulsory service with a designation as assistant professor.

TS principal secretary, health, medical and family affairs, wrote to the chairman, Telangana State Public Service Commission, and to the registrar, KNR University of Health Sciences, Warangal, on April 17 regarding additional qualifications for senior residents.

The official stated that in pursuance of the Telangana Medical Practitioners Registration (Amendment) Act, 2018, additional qualifications of senior residents who are serving government Institutions under compulsory government service may be given conditional registration of their additional qualification.

“Permanent registration of additional qualifications will be issued only after producing relieving orders of the authorities,” the official wrote. The latest order issued by the Telangana DME did not give clarity over the permanent registration of additional qualifications, which became a major concern for the senior residents.
