AP NALA Amendment Bill approved by Governor ESL Narasimhan

Amaravati: Governor ESL Narasimhan approved Conversion of Land for Non-Agricultural Purpose Act Amendment Bill-2017, (better known by its short name NALA) on Thursday amid dramatic political developments.


The Raj Bhavan communicated to the Andhra Pradesh government about the ratification of NALA Bill on Thursday. With this, the alleged controversy between State government and the Governor Narasimhan over the NALA Bill issue has been resolved.


A representative of the Raj Bhavan has said that the Governor never sent back the AP NALA bill to State government and  the propaganda over the issue was not correct. 


According to him, the Governor had raised some concerns over the Ordinance and asked the state government only to address those issues.


The state government communicated the Governor’s office that the concerns raised by the Governor would be addressed at the time of framing the rules while making the Bill, he said.


He also made it clear that the Governor did not approve any NALA Bill of Telangana government. ``As Telangana is a new state, it can implement the legislations which were implemented in the united Andhra Pradesh. In view of this, the Telangana government released a G.O making some changes to the NALA Bill. The Telangana government did not refer any NALA Bill to the Governor,” he clarified.


However, BJP floor leader in AP Assembly Vishnukumar Raju alleged that in the last December the Governor had approved Telangana NALA Bill but he put AP NALA Bill in abeyance raising some objections. He also alleged that the Governor was showing bias against the Andhra Pradesh and demanded the Union government to appoint a new Governor to Andhra Pradesh.


Officials of Revenue department have said that Governor expressed concern over the change of procedure of the NALA Act as land can be converted easily for non-agriculture purposes under the new amendment Act without proper check from Revenue department.


In fact, the government initially tried to entrust the powers to issue NALA permissions to Municipal Administration Department. But it withdrew the proposal with the stiff opposition from Revenue department.
